DESCRIPTION:Ein Neustart für die Eurozone: Was ist zu tun? \n \nDie Eurozone ist stabil – doch unter der Oberfläche brodelt es. Hohe Staatsverschuldung\, zwischenstaatliche Verteilungskonflikte und Risiken im Finanzsystem werden den Zusammenhalt des Währungsraums langfristig auf die Probe stellen. Bei einem erneuten Wiederaufflammen der Eurokrise wäre es jedoch falsch\, zu nationalen Währungen zurückzukehren. Vielmehr müssen wir uns schon heute Gedanken machen\, wie ein neuer Euro auszusehen hätte\, der die Konstruktionsfehler der Vergangenheit überwindet und die Vorteile einer gemeinsamen Währung erhält. Mit einer Europäischen Zentralbank\, die sich auf ihre Kernkompetenz in der Geldpolitik beschränkt\, mit strikter Gläubigerhaftung und einer intelligenten Bankenregulierung. \nImpulsstatement ca 20 min von Dr. Nicolaus Heinen\, anschließend Aussprache und Diskussion bei Speis & Trank im Franziskaner in der Zwirbelstube \nZum Referenten: Dr. Nicolaus Heinen leitet die Global Intelligence Services der Linde AG in München. Der Autor mehrerer Wirtschaftsbücher ist Lehrbeauftragter für Wirtschafts- und Wettbewerbspolitik an der Universität Bayreuth. \nDie Fragestellung des Abends wird lauten: wenn man das EURO-System noch mal ganz neu aufstellen könnte\, was würde man anders machen? \nzB  sagte Beppe Grillo\, Chef der Fünf Sterne Bewegung in Italien\, wiederholt in den Wochen vor dem italienischen Verfassungsreferendum im Dezember 2016\, wenn seine Partei an die Regierung komme\, wolle sie ein Referendum über den Verbleib seines Landes in der EURO-Zone abhalten. \nDazu schrieb der Präsident der EZB\, Dr. Mario Draghi\, an zwei Landsleute Marco Valli und Marco Zanni\, beide EU-Abgeordnete der Bewegung Cinque Stelle am 23.1.2017 : \n“Sollte ein Land das EURO-System verlassen\, müsste dessen Nationalbank Ansprüche oder Verbindlichkeiten mit der Europäischen Zentralbank vollständig ausgleichen.“ \nFür Italien bedeutete dies 358\,6 Milliarden Euro Verbindlichkeiten\, die Außenstände des sog. „Target2-Systems“ der Deutschen Bundesbank \, also Ansprüche\, summierten sich damals auf 754 Milliarden Euro.
